fog light bulb replacement?

i had to buy new fog light bulbs for my eclipse and i was wondering if someone could help guide me for installation. How do i get the fog lights off the car to swap out the bulbs. Im not very familar with them. Aslo the replacement bulbs i bought have a wire coming off them and im not sure what it is? Is this just a ground wire or what? I thought the bulbs were plug and play. You dont have to remove the fog light housing. Look under the bumper at the bottom of the fog lights and you will see a cover with 3 small screws holding it on. Take those screws out and the bulb will be right there. The wire is for the power. The bulbs use the base for grounding.
