Starter problem? 93 ssei

Just trying to guess where to start with this problem. My ssei has had a starting problem the past 2 months. When I attempt to start, there is just a click, then nothing. Eventually the car will start, often after a long wait, or a jump. I'm trying to figure out where to begin solving this. I'm thinking the starter, but then also I figure there could be an electrical problem somewhere.
Any help is greatly appreciated!

Is the click coming from under the dash or at the starter?
Best thing to do is check for 12 volts between ground & the small wire on the starter solenoid.

PS - Also try cleaning all the connections at the battery. You need to remove the rubber boots from the battery cables to properly clean them.
