Can an engine be converted from SOHC to DOHC? What would need to be replaced in addition to the cams themselves? Thanks.

the head(s), perhaps the timing drive tensioner, etc.

Would it be more cost effective to convert an engine I already own (Subaru EJ25 SOHC) to DOHC, or buy a new EJ25 DOHC.

Definitely get a new (another) engine, as things in it are designed to work together and you won't have to replace anything. And also can do a good rebuild of the engine going into the car while you're at it! :)

Car manufacturers does sometimes make DOHC and SOHC versions of the same engine. Maybe you can just replace the cylinderhead, but if you're unlucky pistons and so on might also be diffrent. In that case it's probably better to buy a DOHC engine.
