Squeaking noise when steering in the cold

I live in WI and we have cold, snowy winters. This winter, my 2003 Sebring started making a squeeking noise when it's cold and I first start it up and I try to steer. If it's *really* cold (like negative temperatures) it's hard to steer. I should mention that when it gets warmed up, then it seems okay.
I did a search on the forums and someone commented on power steering fluid, but I recently had that changed.
What other options are there?
