The rubber airdam underneath the front of my Intrigue is beginning to rip on the drivers side, no longer lining up straight underneath the vehicle, as the drivers side is pushed back a bit from the tear. My question is, is it possible that this could be limiting airflow to the stock intake, limiting power?

Probably not, although it is possible. I do know that if the air dam isn't in place fully, the engine COOLING system will allow the car to overheat, this is because the Intrigue is a bottom breather, that is, the car is designed to draw its cooling air fron under the bumper, and the air dam was designed to force the air to go through the opening beneathe the headlights.:grinno:
