bad gas mileage 04 Blazer

I have a 04 Blazer with a 4.3L. Bought it new and the fuel mileage has never been good. (13 city - 16 hwy) Dealer says it should average 16 city & 21 Hwy -- the Fuel economy information (reported to the EPA) states that tests have mileage ranged from 13 to 19 city and 17 to 25 hwy
Blazer: 2WD w/tow package
The dealer has changed out the dist. cap, rotor, plugs and wires, induction service with no change.
I tried a tornado fuel saver and the mileage got worse. Don't know if I damaged a air sensor.
Any ideas?

How many miles on it?
What engine?
Many things can affect fuel mileage.
What are your driving habbits?
Slow take off and easy stops and easy on the foot feed.
Any add on stuff or tire size changes?
All AC delco OEM ytpe tune up parts?
Pitch the gas savers in the trash can.
Tip on going to the dealer
Ask that only a factory certified gasoline engine performance specialist work on your car.
Not all dealerships are concerned with how repairs are dispatched, and not all dealership techs bother to take advantage of the training offered by factory (the vast majority of which is paid training). If the dealer is uncooperative, ask for your money back and call around for a dealer that will accommodate you.

thanks for your responce.
I've only let the dealership work on my blazer since new and things only seem to to get worse - can't believe that a 6 cyl will only get 15 miles to a gal
