Noisy lifter?

Hey I got a 93 2.2L with 247,000kms.
Anyways the motor was rebuilt supposedly at 178,000kms well thats what the seller said. Anyways the engine makes a rattling sound and it makes the noise regardless if the engine is hot or cold. The noise doesn't go up and down with the rpms either. So I don't think its the rod bearings. Its definitley not coming from the belt driven accesories either (I just installed brand new water pump and altenator on the weekend).
Think its lifters? And how much of a pain in the ass is it to fix?
