07 Silverado cargo management rack

Does anyone own a 2007 silverado/sierra with the cargo management and ladder rack? Or more importantly, know why the front rack stays in place while the rear is able to slide? I am getting an 07 silverado and want that setup, but dont understand why the front doesnt move. It doesn't come off at all? could I use two rear racks instead?
