96 intrepid rough idle hard start cold

I recently bought a 96 intrepid3.5,it was supposed to have a bad head gasket..it was out of time.I put a timming belt on it now it runs like a scalded dog, but the idle is rough.No codes a present.Im as sure as a man can be it is in time I even used a dial indicator to check tdc its dead on all 3 marks.The car is also a little hard to start after sitting 2-3 hours.also when I push the fuel bleed theres not much pressure.what do yous think?also black/grey smoke on cool start.any ideas will be appreciated,
