Idle problem

my wife's 97 neon idles a little over 1200 rpm i think, the car doesn't have a tach so i can't get an accurate reading but it feels over 1200 rpm by the way my question is, How do i turn the idle screw down i think that might lower the rpm, but the screw is upside down, i haq to get a mirror to be able to see it, it looks like a torque screw but there's no space to turn it, i had to remove the battery holder to get to it better but was unable to turn it, has anybody had this problem before?? when i'm at a red light and i let the brake go the car accelerates by itself and it takes a long time for the car to slow down when i let the gas pedal go without breaking.

What can I do to turn the screw?? is there a special tool?? my car is burning to much gas because of this.

You either have a vacuum leak, or your idle air control valve is stuck. The idle air control valve is supposed to control the engine's idle, not the screw for the throttle stop. If you take the air duct off of the throttle body, you may be able to put your finger over the round hole going into the idle air control valve, and see if the engine slows down. If it still idles fast, look for a bad hose going to the pcv valve, or one of the other vacuum lines, like the one to the brake booster.
