serpentine belt squealing

About 2 months ago, I had my serpentine belt on my 99 Wrangler 4.0L replaced at the local Citgo. They informed me that the tensioner was not a self tensioner and that if it squealed, to bring it back and they would tighten the tensioner manually. I have been doing that myself for several months now and I still get that squealing sound in the cold mornings or when I have to run the A/C.
My question is, how much can I tighten the tensioner without messing up an alternator or the power steering? Do I keep tightening till the sound goes away or could it be the belt is not the correct belt? HELP!

A general rule I go by is you never want to have more than 1/2" flex on the belt from the longest stretch.
