Yes and here it is!
After many hours of tracing and trying, after replacing the starter, and the battery. The starter relay, even though it tested ok and the relay clicked and continuity was present on the high output side, as it turned out whn the higher amperage was applied the contacts even though showing a positive continuity was unable to carry the higher amperage to the starter solenoid.
Every test indicated the relay was good, replacing it worked and will no doubt work for you.
