2000 Crown Vic factory car alarm

Just put in a new battery and it reset the factory alarm. The car wont start and we don't have the alarm remote. Is there a way to disable the alarm and get the car running again?

Also have a 2000 Police intercepter model and it is spitting up gas at the pump with the vapor canister problem, anyone know where the canister is located?

Can't help on the alarm, but the cannister on the 00 is located under the trunk beneath the vehicle.
