Passenger side windows do not work.

Question for you guys... A friend of mine has a '97 Grand Cherokee and neither of the two passenger side windows will go up or down, from their own switches or the master switch on the front driver side door.
I checked all of the wiring out last night and it is good, there are no damaged wires going into any door. Infact, there is power going to the switches, but none coming out and going to the motor.
I confirmed that the motors DO work by connecting them directly to a 12v battery.
I am starting to think that the switch is bad, and possibly the front passenger switch, but will this switch cause both the front and rear on the passenger side to stop working?
I ask and assume this because it seems there is a relay or something inside of the switch on the drivers door that you can hear click when you control the driver side windows (front and rear)... OR is it the master switch on the drivers side that should also be clicking for the passenger side also?
Thanks in advanced. I think I covered all of the basics without completely ripping apart the vehicle or replacing parts without knowing if it is infact the problem or not.
