1998 ram 1500 delayed up shift

I have 1998 ram 1500 4x4 with 134,563 miles with a over drive trans, have changed the trans fluid every 15,ooo miles, never any junk in the pan, also adjusted the bands every 30,000 miles. about 20,000 miles ago started having trans problems, sticking in 2nd gear, then the check engine light, had torq converter code. got a used valve body installed it, worked great for about three months then the same thing started happening. Got the same code, found a trans parts retailer on line got all new solenoids and pressure sensors, rebuild the original valve body, even got a shift kit for it, installed it worked great for about three months then right back to square one, even tried throttle cable adjustment, the only thing i did not touch was the Governor.
Dose any one know if the Governor is electronic or mechanical, where it is located and what can be done to it. If you think it is the computer, do you know if it has a seperate one from the engine control unit or is it one in the same.

Two things happen on the Dodge's. 1. the rear O2 sensor shorts out and meses things up. 2. the Inner seal on the Direct drum (3rd) shrinks and causes a delayed up shift. Does it do it more when hot or cold?

it dose it more hot than cold. exept when the check engine light is on, it will be delayed, i get it up to about 3000 rpm's in second gear let off the excell shift to nuetrel for 2 seconds back to D for third, i do that for about 10 miles then after that it will start out in second gear then shift normal to 3rd and OD. It will do that till i shut it off. if the seal was bad will that still happen ?
if O2 was bad would i get a code for that too ? cause there is no code for the O2 senor.

do this find the trans relay in the relay box under the hood .there are a row of relays beside the trans relay swap the trans relay with one of the ones in the row just remember which one. drive it and see if this does better.if so go get a new relay .put the new one in the trans relay and put the one you swapped back.the governor and tranducer are in the pan.
