91 Olds Cutlass Ciera Headlights

Hi everyone. I got a friend who owns a 91 Cutlass Ciera with the 2.5 Liter 4 cylinder. The problem that we are having with the car is that the headlights do not work unless he uses highbeam.

I tried replacing a bulb and that did not work.

I looked at the fuse box located in the glovebox but could not find one for headlamps or headlights.

What could we do in order to find the fuse? Should I take it to a mechanic?

Its the multi function switch thats bad, the headlight switch.
