Sounds good from your description. There aren't a lot of cars in my area from that period of time,( heavy salt usage in the winter rusts out most vehicles,) but I still see plenty Cieras, and Centurys driving along, some with close to 200,000 miles on them. They seem to be the type of car that has durability. I had a co-worker a few years back with a Ciera, don't remember the year but he had a little over 130,000 on it and just did oil changes and some preventative maintenance on it and raved how the car wouldn't die. It was good in the snow and reliable. I think there are even a couple Cieras driving around my area being used as taxis for a private cab company.
If in doubt of the mechanical condition you could always get a second opinion from a mechanic, but if it's in good condition, I'd buy it.
