obd0 to obd1 swap trouble

i jus put in a obd1 engine in my 90 civic hatch... im using tthe obd0 ecu, wire harness, intake manifiold, dist., etc.. the car turns on perfectly but when i hit the gas it chokes at around 3000 rpm's.. i have no idea wat it could be... im pretty new to this so if anybody can help i sure would appreciate it....
