Can A locksmith fix a damaged Metro ignition cylinder?

Probably depends on the amount of "damage", if it's just worn from age then possibly the pins can be replaced and the ignition "rebuilt" if you will. If the damage is from someone punding a screwdriver into it in an attempt to force it without a key then probably not. Call your local locksmith and seee what they say.
If the cylinder is getting finicky you could try getting a new key made from the dealer code (take your registration and your id to the dealer where for a fee they can look up the code for the original key) then take the code to a locksmith and he can make a new key back to the original specification, often this will take care of the issue. Make sure you file the code away for future reference should you ever have to do it again; no sense paying twice....
You can always get a replacement ignition either from the junkyard, ebay or buy a new one and the locksmith can rekey it so it will match your current key.
