it wont turn over

my neon wont turn over even when i try and jump start it. It doesnt click or anything. I let it sit for like 4 days in the cold so i just figured that maybe that was the reason why it wouldnt start, but I live in Maine with no garage so i dont know what i can do to heat if up. I read that you can tap the starter while someone is trying to turn the key but I know very little about cars so i couldnt find the starter. My dad said to follow the pos. cable on the battery and it would go to the starter but it just went to a box that says something about fuses.

The starter is down near the front motor mount. The positive cable will lead you right to it, you followed the negative battery cable.
