1995 contour stalling

I have my daughters 95 contour 2.5 that will not idle and will not stay running,The idle goes up and down and will stall,I replaced the MAF and IAC and it still does it,I have checked all vacum lines and I sprayed carb cleaner around the intake and it seems like it is leaking as the motor will rev up.My question is do i have to drain the water to just change the intake plentum gasket or not.thanks
