I'm getting ready to do this same thing. I don't have my Hayne's manual here at work with me, but the procedure (along with their typically crappy pictures) is in there. I know you have to remove the steering wheel, but I don't think the tilt becomes a problem so long as you leave it alone after you've got it taken apart.

Tilt wheel does not affect the lock cylinder removal

To answer his question, which I don't remember seeing at the time, there is no easier way, and the key position doesn't matter. If it is out of the "lock" position, you can use the key to pull the cylinder out.

Is this a common issue with these trucks? I have a 1994 C1500 (non tilt wheel) and had the same problem back in 1996. Luckily it was replaced under warranty.

common problem
replace it
new ones are cheap
have to remove steering wheel, lock plate, and pull the turn signal assembly up far enough to get to the screw or tang that retains the lock in the housing
most have a screw
some dont
torx bit
wheel/pulley puller and two bolts,
lockplate compressor tool
both tools 15 bucks autozone etc
good luck
