Help with BCM - remote locks

My wife has a 2002 Chrysler T&C Limited. Recently, it has developed a problem with the remote entry.
When you unlock the driver's door, the two rear side doors and the rear hatch also unlock. When you press it twice, the front passenger door will then unlock.
So far, I have tried reprogramming the opening (all or just one) - nothing changed.
I pulled the fuses on the BCM for 10 minutes to reset it - no change.
It sounds like either a faulty BCM or a short in a wire. Any suggestion on how I would go about diagnosing this? The number of wires going into the BCM make it difficult to do anything.

In looking at the wiring diagram, it almost appears to be a grounding problem. The manual mentions a ground strap by the cowl. Does anyone know exactly where the ground strap is for the power locks? Also, does anyone know where the 2 relays are that controls the power locks (it is not in the fuse box by the battery).
