need some input

well i wrote off the 99 rodeo and bought another rodeo a 01 and im having some issues

1.i get this wierd bogging from the motor(only sometimes)when i give it some gas(not flooring it)but just off idle or when im moving.this just started recently


2.just recently i've been getting some mad shocks when getting out of the truck(like when walking on carpet and touching metal)

For the static shocks. Looks like some static guard is all you need
