1998 3.0 pushrods/rocker arm installation

I pulled the heads off today due to a bad head gasket. After doing some reading, I am a little confused on how to reinstall the pushrods and rocker arms correctly. My manual says to start with #1 cylinder on TDC which it is at. Now, what about the rest of the rocker arms/pushrods. My manual says not to tighten them down until each cylinder is at TDC. How do I accomplish this? I can hardly make out the marks on the damper. Can I take a long straw and put in the cylinders in firing order and when it reaches the top go ahead and torque the bolts down? If anybody has any ideas, please let me know.

all you really need is to have the cam lobe not opening the valve when you bolt it down. Doesn't matter whether its at TDC or not. Just turn over the engine until the cam lobe is elsewhere
Honestly, it doesn't really matter if the lobe is pointing up either, but this way you're not compressing the valve spring while bolting down the rocker
