idle problem

my damn 94 T/A doesn't want to idle I scan it with a small scaner tha t i have at home and it gives me code 29 and it says electrical failure, I check the manual and it says something abaout a air pump and a air injector or something like that, I ask my mechanic if I can eliminate the air pump that its on the driver side of the car and he doesn't know, so any of you know how to eliminate that pump and wath are the consecuenses any help will be apreciated
