97 GR Cherokee Lights Alternately Flashing

When you start the vehicle the dash and parking lights flash alternately for about ten seconds then stop. For another 20 seconds or so you can hear a relay clicking behind the dash. This doesn't seem to effect anything else. Any ideas would be greatly appreciated.
