i have an 89 s10 4wd 4.3l blazer i \think i have a EGR valve problem i was told that it is supposed to move when i revv it up but the is no vacuum pressure in the line that goes to it to make it move what could this be

QWhat leads you to think you have a egr valve problem?
What is it doing or not doing?
Does it have a vacuum solenoid or is vacuum direct to intake?
Can you open the egr valve with a hand held vacuum pump or a direct vacuum line to it?
Some of them you have to drive on the road it to get it to open.
T in a vacuum gauge and drive it on the road and see if you are getting vacuum on the line.

what makes me think i have a problem is that when i go down the road if i press the pedal down more than half the way it losies power and sputters and the valve does open when i hook a direct vacuum line to it

It may be stuck.
But some of them were pressure feed back egr valve.
Hard to test.
Try a hand held vacuum pump and see if it holds any vacuum.
But you have some other problem on engine running.
A Valve not opening will actually make it run a little better.

The EGR valve solonoid is not energized when the vehicle is in park and in neutral. Also the valve doesn't just open, certain parameters must have been met for the ECM to send a signal to open the EGR. If you think the EGR system is not functioning properly, disconnect the vacuum line to the solonoid and take it for a drive. If the hesitation is now gone and feels like the powes is back, and if your EGR valves checks out, then your solonoid needs replacement.

so i need to unhook the vacuum line that is going to the solennoid so the i have an open vacuum line correct explain how this works so i can understand better what wil this do

This will not allow vaccuum to the solonoid to operate it, and in turn, the EGR. If the EGR valve is good like you say, and it is not being opened as a result of no vaccuum to it, you can rule out a EGR problem if you are still having the power loss. If on the other hand you now have no power loss, you have an EGR system problem.
Oh, and don't leave the vaccuum line open. Temporarily cap it with something.

could the egr valve be the reason why it does not accelerate and sputters when gas pedal is presed

Yes, it is a possible cause. Pull the vaccuum source and see what happens.
