2002 Chevy 3500 Express Van Won't Start

I have a 2002 1 ton 3500 Express van that will not start. When you put the key in the ignition the lights on the panel come on but nothing happens. I know the battery is good and I have checked the connections. I run a Locksmith service so I need to get this fixed as soon as possible. I have heard from friends it may be the starter or even the fuel pump. The Chevy dealer tells me it has to not work for them to tell me what is wrong. This happened a few weeks ago and it started the next day. It seems to act up when it is cold outside (in the 30's). I drove it to work this morning and at lunch time it would not start. Does anyone out there know what the problem may be or can you lead me in the right direction. Thank you.

If you have a good charge in the battery it sounds like the starter to me.
Check to see if you can hear the fuel pump kick on when the key is turned forward if you can usually the pump is alright. If the van won't turn over and the fuel pump kicks on then I would start with the starter there is a solenoid on the starter that can go bad.
Don't be surprised if it is the fuel pump our the starter those are probably the main to problems with Chevy vehicles.

What is the mileage?
Any aftermarket remote starts or anti theft stuff on it?
Go to the small wire going to starter solenoid and see if it is getting 12 volts key on in start.
If so starter or battery cabel/or connections are bad.
If not go to starter relay and see if it is working or getting a start signal from ign switch and threw the neutral saftey switch and putting 12 volts to the solenoid wire..
And not sure on yours but check all fuses to.

Thank you MT. The van has 103,000 miles. I had it towed to the dealership and they replaced the starter. All is good now. Thank you.
