1990 mustang covert top motor problem

I have a 1990 mustang convertable, 2.3 auto, i was told the convertable top was working intermitent and when i got the car it did not work at all, someone had been in there (haha) i rewired it with the original relays, switch and motor according to all the ford diagrams i could find, i also used mitchell mechanical diagrams(own it) and it will not work. Now if i wire in one relay only i can make the top go up or down depending on the side you hook up, when you try to wire the relays together the way ford wants all the relays do is click, the relays, the switch and the motor all test fine on a bench test. the double relay setup is straight from ford but i cannot figure out why my relays will not switch ground and power back and forth any ideas or suggestions would be greatly appreciated.....p.s..i fix them for a living and this is the first one that has stumped both my father and I.

Sounds like the switch is faulty. Switch may test ok, but have you tested under voltage load?
