The Cruise is both electrical and vacuum operated. You could merely have a vacuum leak. How's your heater doing?

there are heater control issues that i havent had the chance to shoot. everything is on weather hold. i believe these to be vacuum related, may be affecting the c.c. as well

Could be. While the "speed control" is electrical, the actuator connected to the throttle cable is vacuum operated.
Check under your battery (remove the battery tray) for any holes in the lines.
There's also the vacuum bottle located behind the front bumper.
