are all 3rd generation so loud?

My father recently purchased a 3rd generation 4runner (98) and we all love it, except for the loud airplane engine sound. Do they all sound like this or can this be corrected, my mechanic says is because of the engine fans that come with it, is this true????

The fan should become quiet within 20 seconds or so of start-up and remain quiet unless you are in very slow traffic.
