Wiper motor is shot, don't buy a remy. They are garbage and fail in no time. Go to dealership and buy new Delco one or look for a used one. I have a spare one in my house if you need one.

The wiper motor is probably just fine.

Check the stop tab on the wiper crank arm in the cowl area. My guess is that it is bent. This happens frequently in winter, when people allow snow and ice to build up below and around the wipers. When the wiper motor tries to move the arms with the arms restrained (snowed or frozen in place), the crank linkage flexes the cowl upward instead of moving the arms, flattening the stop tab.

Then buy an ice scraper and snow brush, and remember to use them.

Well, i have a 2003 whole wiper assembly in my basement and there isn't is stop tab on it. At first i was just going to say no your wrong, but i did a little checking out the parts first before I cam out swinging. My 1999 in the garage should be exactly the same as the 2003 cav's and the same for this guy's 96. I need to get a wiper arm puller and i'll throw some pics up tomorrow for eveyone. This seems to be a big problem lately. I'll make a little write up and post it for everyone, Thanks Blue Bowtie.
