Choke Coil Not Heating Up

I have a 85 S10 Blazer with a Rochester carb. There is an electric choke on this model. It seems like the heating of the coil is speratic. Is there a way to check the voltage going through that wire which connects to the choke? Or do you have any ideas on how to test to see if the correct amount of current is flowing? As a note there is no binding in the linkage and the coil is brand new.

check it with a DVOM. should have the 12V running through it.

Might help to check the schematic, or trace the wire back. Some were set up to only have voltage when the alternator is charging. If that's the case, voltage should be 14.2 volts only present when the engine is running. The circuit was designed that way so if the engine stalled during warm up, the choke would not continue to come off.
