Service engins soon blinking fast

on an 89 1 ton 350TBI service engine soon light blinks very fast (like once a second) until i paper clip the connector and then it stays on and blinks out 12 (code checker mode) then no codes....if i remove the jumper(paperclip) then the light stays on solid with key on but as soon as i start the truck it blinks fast again even when running. This is the same truck that i could not find the timing bypass wire on. we have found the wire and it is connected where it should be (D7) on PCM...this truck is still flat with no power...the timong with wire diconnected is right on 0 degrees and stays there even when the wire is connected...we are at wite end with this truck...any ideas?...btw the EGR is working fine and have since hooked up the electric vacum control solenoid for the EGR...we have fould a slightly flat braided steel fuel line but pressure is OK..could this be a volume problem with the crushed line?
