I dont know about the handel.
As for the stearing wheel being off and the vehical going straight the aliginment guy isnt very good.
Something got shifted but it will take a machine to figuar what exactly bent or twisted. In the majority of the cases, This can be corrected with adjustments and you'll be just fine.
Now that is something only your alignment guy can tell you after the vehical comes off the machine.

If the wheel is off to a side but the car is tracking stright, all it takes for the alignment guy is to adjust the tie rods. Have another guy fix it and check out the suspension.

Sounds like you got a sham-job alignment. It doesn't take much of a tweak of a tie rod to cause the off-center steering wheel problem. One of the biggest things I concentrated on when I did alignments was to get the steering wheel straight. This is one of the biggest customer complaints and they would come back every time.
Take it back to the guy if he did the alignment, if he did only a check, take it to a recommended shop for a "do the toe and let it go" alignment.
