Passenger door wont open!!!

OOK it finally turned to winter here got cold and snowy..i got a 98 jetta vr6 and its always gotta have a problem..i went to the store earlier and my friend couldnt open the door from the outside..it feels weird pulling on the handle..so i tried to open from the inside and theres no tension..i figure bad cable?? but how would i go about fixing it if i cant open the door??
anyone else have a door stop working??

On the earlier Jettas like my 1990, you could pry off plastic inserts from the door handle and undo a pair of phillips head screws, and the door handle could be removed. Then you could gently pry the latch release up or down. Your would be different, but there might be a similar means to remove the exterior door handle.
Failing that, I would start by going to a junkyard and finding a similar Jetta. The explore to learn exactly where you need to slide a probe down beside the glass (either inside or outside), and what shape would need to be on the end of it, for you to pull or push the latch release.
Its probably too much to hope its just water frozen in the latch mechanism that is the problem.
