My passenger side wiper doesn't move. I can get out of the car and move it by hand. Is it just a nut at the base that I have to tighten down?

Yes! Tighten the nut first to see if that helps. It could be stripped out and that is why it won't move. If the splines are stripped on the wiper arm you will need to replace the arm. There is also a possibility that the connecting rod that moves with the motor to that arm has come loose and is not working. Check both but start by tightening the arm.

Thanks for the information. I will try this weekend after it warms up a little. This problem is related to the driver's side wiper stopping in the up position, so I will have to go in and look for a bent part near the wiper motor. This site has some good information about that with pictures in the Buick Regal section. I will have to loosen the driver's side wiper to fix the bent stop under the cowling and I was just wondering how to loosen. The wipers have a 3/4" nub holding them on at the base and I was just wondering if that was the nut that I can loosen of tighten. This is what I dont like about working on cars. If I were to turn it whith some vice grips I don't want any surprizes! I allready messed up my passenger door to change the mirror. Is that round dome shaped nub just a cover for the nut that secures the wiper arm?

Carefully remove the protective cap (nub) first and the wiper arm nut will be underneath.

I worked on the wipers Saturday morning. I fixed both problems and probably saved hundreds thanks to the forum. THANKS!!
