T.V. cable adjustment?????

Hey guys new member with an older car.
I have an 84" caprice classic, not shifting like I think it should. The tranny was just rebuilt, the guy who rebuilt it won't be back in the shop for a while. I know a little about cars but not a whole lot. I think with a little help form my friend I can get it adjusted.
Any suggestions?

what is your problem with shifting? also did you own this vehicle when is was shifting properly or did you resently purchase it.is this a 3speed or 4 speed transmission?

You basically want to adjust the cable so the transmission doesn't 'stack shift', or 'short shift', which occurs due to low line pressure and can result in a rapid failure of the clutches, due to insufficient apply pressure. Stack shifting is defined as the transmission shifting into 3rd gear before the car hits 20 MPH, in a 1-2-3 rapid fashion.
If the transmission will upshift into 3rd gear without the engine exceeding 1200 RPM, that's stack shifting. Your transmission will not live very long under this behavior. On the TH700R4 and TH2004R, under moderate acceleration, the shift points should be close to as follows:
1-2 should occur around ~15MPH.
2-3 should occur around ~25MPH.
3-4 (overdrive) should not occur unless the vehicle is at 35MPH or higher.
If you over-adjust the cable, the transmission will have later, rougher shifts. While not particularly bad on the hardware, this can cause undesirable shift points and may even prevent the transmission from going into overdrive, or even 3rd gear, if it's over-adjusted enough.
The factory adjustment for the TV cable is done by pressing in the "D" shaped tab on the TV cable (at the carburetor bracket, refer to photo below), while pulling the cable back as far as it will go, toward the firewall. The plunger portion of the cable will be fully retracted. Release the tab (you have to press this in STRONG, your thumb will likely go numb at some point) while holding the cable back toward the firewall. Now, open the throttle as far as it will go (a screwdriver makes this easier) and release. You will hear a click as the cable self-adjusts (actually it's not so much of a click as it is the sound of a heinously stripping gear). This should be the adjustment point. If the shifts still occur a little too rapidly, you can pull the cable back a click or two (press the D tab again).

Well I adjusted the cable and its a little better now but it revs up really high between 2-3 and then shifts. did I go too far? not far enough?

If it's 'flaring' excessively between 2 and 3, take it back to the shop that rebuilt it. Something's not right with it.
It is not likely to be the TV adjustment, but this could be damage on the 3-4 clutch that occured due to the improper initial adjustment of the TV cable, as performed by the shop or rebuilder/installer.
