ETAC Needed! Help!

I have a 2001 Galant and I was told by a mechanic that I need a new ETAC. He said that I should check the local junkyards but warned that they new one has to be the same color as the old one.
I have lost power to my door locks, radio, interior lights, etc when key is not in ignition. Biggest issue is that the emissions resets when I take key out of ignition which prevents me from getting the car inspected.
Could the ETAC be the problem? What does ETAC stand for and where is it located?:runaround:
