speed to RPM ?

I own a 1992 celica st 5 speed with 4AFE. Normal highway speed 60-65 it runs at about 3000-3500 rpm. Is this normal? it just doesnt seem right to me. If it isnt what could be the cause of the problem. I bought the car as a project and have no idea about any motor or transmission modifications.
