My 93 civic is lowered with skunk2 coilovers and I'm roll'n on 16's.
I want to adjust the height so I can make room for a new set of 18x7.5 rims. How do I go about raising the height and what tools would I need?

18x7.5" is the wrong size and will prolly not work. If you want them that bad you wil havd to cut the fenderwells, roll the lips, move suspension components, and really just drive carefully.
18x7" 42-44mm offset with 215/35x18" tires barely fit and is the correct size. But the other thing you have to consider is that 2-3 of my 15" tires cost the same as one of your 18" tires.
