scuffed rims

When I bought my Civic, the rims that were on it were next to new. However, the wonderfull driver before me, didnt know how to drive. On a few of the spokes, there are some scuff marks from hitting the curb. Is there a way to fix this without refinishing the whole rim? If it cannot be repaired, is there a way to prevent the clear coat from peeling off due to the scuffs? I have seen rims that have started off as a little scuff, that end up a mess because the clear coat slowly would break away. I would like to prevent this from happening.

Unfortunately, it can be done but too expensive to be worth doing.
