epoxy putty are really meant to be sculpted before it cures since it cures so hard. your suppose to sculp the shape close as possible. if you need to sand start with a much lower grit than you normally would(maybe 180 grit), or you can use a file to take away most of the material.

How long do you generally wait before sanding? (after shaping it that is)

depends, some epoxy putty have faster setting times than others. i would say the best type to use would be the smooth type. just smooth it with your hand with some water and theres no need to sand. but im not sure what the setting time on the smooth type.

Why don't you just fill the space/spaces with styrene sheet or strip and then use squadron putty or Bondo spot glazing putty?

Now, you know it's not. :)
For a large area, use polyester putty. It start curing in 15 min, and read to sand in 1 hour. It's paste like, and might be messy at the beginning, but using toothpick, you can apply very small amount, and you'll love its curing speed.
