Access to the starter wire

Hi guys! I really need help.. I bought this remote starter and i have the concorde 1993, now in the installation it shows how i need to get to the wires under the steering column such as the starter and the brake wire but i couldn't do it since the panel doesn't come out or at least i don't know how to get it out..if someone know any way to get it out or any way i can reach those wires , please help me.:(

the panel does come out. its the one that is directly above the pedals that the air vents that goes to your feet is also attached too, it should pull right out (or at least mine did).
