Where can I find a chip for a '99 Beetle TDI that will boost the housepower to 150. In europe, the same motor will crank out 20 more hp with the chip. Anyone know where to find one?

TDIclub is definitely the best source for TDI info.
You can get some good power and torque gains from a chip and/or larger injectors, but I think it will take more than both the chip and injectors to get to 150hp. The engines in europe that are getting to 150hp are usually the ones with the Pump Duese(unit injector) fuel system instead of the VE(Bosch mechanical pomp), and they usually start from 110 or 130hp stock.
But I think if you want 150hp you'll have to go further than just a chip and injectors- probably a turbo swap and/or bigger fuel pump as well. Just from chip and injectors you could probably get to 130-140hp and 250lb-ft though, which ain't bad at all considering you start with 90hp and 155lb-ft. But be forewarned, you'll probably need an upgraded clutch, especially if you do more than a basic chip or injector upgrade.
As for chips, there is Wetterauer, Upsolute, Rocketchips, and I think I a couple others.
But as WinterG20 said, check out the TDI club. If you can't find it there, it doesn't exist.
