99 Wiring Concerns

My dad was borrowing my 99 Sill. this weekend and the battery went dead so he jumped it. Now I have three problems. No Headlights (the brights do work though) No Power plugs (which I can do without) and no windshield wipers. This adds to the problem I already had of no Unlock on the door locks. It is obviously electrical, but where do I start. No fuses or Max Fuses appear to be blown, and no relays appear to share any of these functions. Any help on where to start would be great.

did he jump it by useing the hot post on the battery or by the hot post under the red cover on the front of the relay box? when jumping these vans use the bolt under the red cover on the front of the relay box only .the head lights fuses are in the box on the end of the dash passenger side as are the cigarette lighter and extra outlet. the door locks could be just needs to be reprogramed your book will tell you how to reprogam it as you want. let us know what you find..
