Shifting Problems

I have a 97 with 194,000 on it. I live in Illinois and since it has been getting cold my transmission has been acting strange. When I leave in the morning and put it into drive it takes almost 5 seconds for it to actually take off. Usually I just keep my foot on the brake until I feel it shift. My main problem is that when I accelerate at a slow/normal rate my car does not want to shift at 2500 rpms. This is especially bad when it tries to shift into overdrive, the tachometer will just jump between 2500 and 4000 if I dont let off the gas. However, if I accelerate moderately/fast it does not happen. It just seems like it doesnt like to shift at 2500 rpms. Any guesses here? Also it doesnt matter if the shifter power or normal button is pressed or not. There is also a whine noise while I am driving when the car is cold.
Also while I am here I am having trouble with reverse lights not lighting up. They light up when I unlock my car but not when I put it in reverse, my car no longer locks and unlocks when I put it into drive or park. Maybe there is something wrong with the shifter.
