96 escort speedometer erratic

We have a 96 Ford Escort 1.9 that runs great till you hit 60-65 then the speedometer goes crazy from 60-90 and back and forth in between and a whirling type noise is heard. Any suggestions on what this could be?

Most likely it is the speedometer cable that needs to be lubed.
