97 M-VIII Jake brake?

Friend has 97 M-VIII - for 3 weeks, just after towing his boat, car is making noise one might liken to a jake brake - especially when cold. Acellerating no noise, but when back off throttle, sound like jake brake - and seems as though it gets worse as the tranny downshifts as speed decreases. What the heck is it?

I say broken exhaust manifold, and it might do it when cold because the metal crack is wider and when its hot, as the metal expands it might close so don't touch the manifold but put your hand close to it and you might feel the warm air leaking out.

Definitely sounds like an exhaust problem.
Maybe it's just a busted muffler.
